Muhammad Ibn Sa’id Ibn Habib:
Malik said: Completing the Holy Qur'aan in the Qiyaam (prayer) of Ramadhan is not a Sunnah.

Al-Qurutbi:
At the door of the tribes, I saw an Imam out of the total of the twenty-eight imams who used to pray Tarawih in Ramadan with the Turks, and in each rak’ah he recited “Al-Hamdulillah [Praise be to God]” and “Qul Huwa Allah Ahad [Say: He is God, the One]” until the Tarawih is completed, to ease it and desire its virtue. And it is not from the Sunnah to complete the Qur’an in Ramadan.
I said: This is what Malik said. Malik said: And to complete the Qur’aan in the mosques is not a Sunnah [i.e completion of Qur’an during congregational prayer in the mosque].
